   In certain tissues, it can block the ability of Estrogen to bind with it's receptor.   This blocks Estrogen's negative feedback effect on the HPTA  (Hypothalamus-Pituitary-Testicular Axis) in men, or HPOA (Hypothalamus-Pituitary-Ovarian Axis) in women.   This results in the release of Leutinizing Hormone and Follicle Stimulating Hormone.  For men this means an increase in natural Testosterone Production.  In women this will result in inducing ovulation.

Clomiphene Citrate is selective to breast tissue, and will block estrogen from binding to it's receptor there.
